9000T w/30# injectors - failed emissions

This post is valid in the Performance Forum, because a performance modification is causing the car to fail the emissions inspection.
My Saab 9000T w/30# injectors, manual boost controller set to 14psi and stock mass airflow meter failed the emissions test. The HC, CO were too high while the NOx was within limits. The car also has a 3" downpipe and a new 3" cat.
My guess is that the Saab mass airflow meter can't be "leaned out" enough to work with the 30# injectors. If the PCV tube is disconnected (can't disable PCV for emissions inspection), the EFI is able to go into closed loop, but if the PCV is connected - no closed loop. By the way,, I've adjusted the Saab meter to its leanest setting.
I have a Volvo 740 Turbo mass airflow meter on the shelf. Would installing it in place of the Saab meter do the trick?
What do you guys recommend?
