They as a shop would certainly not want to mess with any catalytic convertor replacement unless the previous one was trashed and they were replacing it to spec.
You can however replace this on your own as the new exhaust will have a catalytic convertor in the system and not be illegal.
Shops have allot to loose by messing with emissions systems.
No one can proce that your previous catalytic con. was not damaged and thus you are free from the 80/8 law as you MUST replace the Cat. Con. if it is inoperable. :)
As far as the 3" DP, you want the largest diameter exhaust right after the turbine outlet. This creates the largest pressure differential possible which is how the turbo creates power. It takes the hot exhaust from the exhaust manifold and pushes it through the SMALL exhuast nozzle towards an arcoss the Exhaust wheel and on its trip the exhaust diameter increases rapidly to promote ehxaust wheel acceleration. Having a large DP helps to create a greater shift in pressure and speeds exhaust gases and thus faster spool up.
