Basically, one can keep the same cylinder peak pressure in each cylinder regardless of other variables by adjusting timing and boost. Timing of course can be done on an individual cylinder basis, but boost can't. So the idea is to use to boost to get to a certain operating point and then adjust individual cylinder timing for fine-tuning the torque.
BTW, Brad's point a bit below is also true. But I want ot expand on it a bit. At high loads, all manufacturers and tuners make the A/F ratio rich. This is to cool the cylinders and prevent knocking ! If you add too much water injection at this point, the fuel droplets condense and power plummets. But this is silly of course. Instead of adding fuel to cool the charge, why not water ? Saab did just this in the mid to late 90's on a T5 car. They programmed the T5 to use water injection instead of fuel enrichment and could run the car at lambda=1 at all loads including WOT. The difference between running WOT at lambda=1 with and without water injection was 100% in hp ! Here's the link.
