A bleeder valve might not be the best thing to use with a WG set at 3psi. With a ball and spring design you will hold boost without the WG seeing any air until youu reach the srpings seting, then the Ball will lift off the its seat and allow the WG to see the pressure cracking it off its seat.
By opening up the bleeder, you are allowing more air, which means the WG is seeing the air immediately and lifting off. If this is what you have, then it is no wonder that the boost is not raised.
Are you setting it up between the Turbo and the WG bypassing the BPC? if so, crank the bleeder valve more closed. But I would suggest going to a ball/spring design MBC rather than a bleeder. You want to hold pressure from the WG prior to lift off. This will raise your boost. A bleeder allows air through constantly, just at a lower volume.
