Early Bilstiens were inverted, the ones used on 79-80 EMS and Turbos and also sold as part of the roadholding kit from saab until 87 when the roadholding kit started coming with boge shocks and SPG springs. A friend of mine has an original roadholding kit on his 86 SPG that has the really thick coil springs (not SPG springs) and inverted bilstein shocks, however he recently replaced the shocks with newer bilsteins of the non inverted type because after 200k the original bilsteins had given up. His plan was to save the originals and have them revalved and rebuilt to rally specs, but alas the rust was too much and they had to be cut off. So anyway your best bet is to find a pair on an old saab have them rebuilt, if you must have them.
