There are a few things that can cause this.
1, vacuum hose leak
2, wastegate actuator rod disconnected
3, BPC valve not functioning
4, cruise control switch on clutch/brake pedal not closing
5, leak in turbo-to-intercooler or intercooler-to- throttle body plumbing
One test is to see if the motor can produce lots of boost when the control
system is disconnected. Remove the ' W ' hose from the BPC valve and take the car out for a ride. Apply throttle progressively and watch the boost
gauge. The motor should produce large amounts of boost, up to the boost-cut
off limit. Hang on to the wheel, it should be a wild ride.
If the motor can produce lots of boost then it tells you the turbo is
OK and #5 above does not apply.
You'll find the cause eventually.
