Possible SPG9 Stage II APC failure, well maybe .......

It may be more than just the APC....All I can get is 18spi max max max. I just had my headgasket replaced and the head p&p/valves done.
The turbo is in FINE condition and I just put on a new wastegate from SPG9.
WIth the wastegate FULLY adjusted, all I can get is 4.75psi of base boost! I put a bleed valve in to raise the base boost to 6.5psi,,,but all the max boost I can get is 18psi.
I tweaked _F_pot in the APC all the way to see if that would make a difference, and no it didn't! There can't be a pressure leak, as the 18psi is rock solid, and fast as HELL (thanks to the head and BB-tbody)...unless the bleedvalve is messing things up(?).
My '88 9K use to ba able to spin 22psi freely, until several months ago when the wastegate blew.
Is is possible that the APC failed somewhere? Is it possible that the turbo is toast (without any play and NO smoke/no oil consumption) because of the low base boost? But why would it produce so much power @ 18psi without complaining?
I'm going to enlarge the port on the bleed valve to raise the BB to at least 7psi. BUt I remember that months ago, I only had 6.25psi and over 20psi max boost, now I need a bleed valve to get over 5psi BB and can only reach 18psi with everything maxed out,,,errrr!
