First off, the fuel cut switch is pretty hidden, but it can be reached through the driver side footwell, without removing the knee bolster. simply unplug the vacuum hose going to it and plud with a bolt or screw.
The ECU is located to the right side of the passenger footwell, under the carpet. Along the front edge of the door, you'll see a piece of metal trim held on by a few screw. Undo these and pull the carpet back, and there's your ECU. I'm not sure exactly what wires are associated with the fuel cut though.
As for timing, why do you want to advance it so high if you're already dealing with knock? A stock 900T has an initial timing setting of 16*, and you'll most likely want around 10* retard under full boost. Setting it at twenty * initial would put the full boost retard way too high (unless you have modified your advance module on the dist.). Either way, check the timing with a light to see what's really going on. Good luck.
