Siping a tire makes the tread "squish" out a little bit because it's not as solid anymore, and can increase road noise. Dry handling's not as good, but wet and snow traction is improved a little bit. If it's the Continental ContiExtreme Contact tire you're looking at, that one's pretty heavily siped from the factory, from what I've read. I wouldn't do anything else to that tire. My feeling is that tire manufacturers can sipe a tire themselves if they think the tradeoff is worth it.
