adding to what Damien said. '99 the 5spd HOT was 200hp. In 2000, the HOT was 205. Changes are due to different engine management went from t-5 to t-7 and changed the turbo going from Garrett t-25 to Mitsu TDO4. So other variables than just ECU.

If you have a 5 spd prior to '99, adding the HOT ecu from a '99 will probably get you next to nothing. You'll have tpo deal with the fact that you car came equipped with the double pass IC, where as the HOT came with viggen style IC.

So best option for you is whether you want to spend lots of $ on an aftermarket ECU, or throw in a MBC for cheap.

I need to get my fanny into a car with a modifed ecu to tell you the difference, but in my car '99 9-3SE HOT with a MBC+A, I get some serious power gains, no boost droop, no overshooting, and lots of boost and power. I have always thought that down the road a modifed ecu will be the best option due to the desire to raise the fuel cut limit. The MBC is safe at the stock levels of boost under 15.5psi. Once you go beyond that, I'd opt for an ecu to deal with the correct boost curves and fuel mapping. But if you you want a quick and cheap power increase, the MBC is the way to go. Car praparation is a must for both options.
