Torque peaked at 5500 RPM, which is not bad.
So a differnent MBC was put in at the dyno run?
If you have a MBC with the MBC pressurized from the turbo compressor wastegate, you can expect a boost droop. If this is what your MBC arrangement is, you need to change it. The boost at the TB drops off as the pressure drop in the IC increases with CFMs.
The solution is to pressurize the MBC from the TB, perhaps just above the throttle plate, but from the manifold might also work well, and add an anticipator to prevent boost pressure overshoots. Jeff will find this post. He has product that you can try.
The MBC+A arrangement will put the pressure drops of the IC and ducting inside the MBC's feedback loop. Elimination of boost pressure overshoots might help with some clutch issues too.
Turbos are always under rated on a dyno as the air flows throught the IC can be non existant. FMIC's suffer more.
