Nat,
Only "correct" way to set base boost is drive the car with full boost pressure routed to the wastegate actuator.
Problem with testing it statically like you did is that pressure in the exhaust "helps" the wastegate open, so the boost pressure will be lower than your test indicates. Only exception I know of to this was the first 99/900 turbos where the wastegate valve opened toward the high-pressure side. But in that case, the valve was actually operated by exhaust pressure, a very odd setup.
As to your second question, yes, there's no spring inside the wastegate itself. With the rod disconnected, the arm should move freely.
