New tires & road surface "tracking" ??

Based on a recent NG900 BB post about tires, I have a question on tire design/construction & how it affects the tire's rolling response to road surfaces.
I just got a new set of tires for my C900 & they're "tracking" horribly on the grooved concrete section of my 35 mile commute. Any other surface & they roll just fine. These are the first tires I've had that are H-rated (all previous tires were S- & T-rated), the first tires I've had in 185/65 size (the previous tires were 195/60s) & the first tires I've had with directional tread.
I know the higher speed rating gives me a more stout cap under the tread & beefier sidewalls, which gives less tread squirm & better steering response. But do these features also make the tires less "forgiving" over surface imperfections (like road ruts & wavey-grooved concrete)? The tire store is telling me it's more a function of the tread design than the speed rating/construction, so switching to the same tire with the same tread in a T-rating won't minimize the tracking.
Anyone have any input on this?
