I know it's very tempting to do a chip first, because it yields the single greatest horsepower gain, but the stock downpipe on the 9000 is soooo darned restrictive with a 2 1/2" diameter and a bend tighter than Loews Hairpin (Formula 1 fans know what I mean), the first thing to do is free up the exhaust flow. Taliaferro and Engstrom has JT downpipes for about $275, add $50 for Jet Hot coating if you plan to keep the car more than 3 years, and $50-100 for a 3" CATCO cat, and you are good to go. You will gain maybe 10-15 bhp for your $400, which might not look a lot on paper, but your boost will come on much quicker, and you will be in much better shape when you add that chip. The real world & seat of pants gain of this modification are much more impressive than the on paper gain. A full 3" exhaust is nice, but not absolutely necessary, and is definitely comething that could wait until later.
I also back up the recommendation to go with a Swedish tuner. There are quite a few of them, and many of them have worked at SAAB in the past, some of them probably even designed the Trionic system originally! I wouldn't bring my car to a mechanic who specializes in fixing Chevies and Buicks; nor would I bring it to a tuner who specializes in tuning Chevies.
