Filter should be fine. But you did not say how old it is.
Techron is really good. The other fuel system cleaners are copy cats. Some of those are ok, don't know which. Techron is easy to find. Give it a try as your only change and give that a week, then go after the plugs. At around $2.00 each, BPCR7ES11's get my vote.
I use Techron 3 or 4 times per year. The way that it cures fall hard starting is quite telling.
For a Viggen, and other ECU boost mods, 7ES are required, at least thats what Nick at genuinesaab.com tells all of his SpeedParts customers. It is suggested that platinumns just do not work well in those applications.
You fuel sounds great. Amoco 92 is best to be had in Kansas; all others are 91 octane.
