99 9-3 not getting full boost

I have a low boost problem and I’m hoping someone can point me in the right direction. I seem to get one or two good boosts in 1st or 2nd gear just after I start the car, but then I only get to about 1/2 yellow (used to get 1/4 red). I’ve replaced some of the hoses connected to the BPV since one had a crack in it, but that did not solve my problem. Today I looked at the waste gate (lever moves freely) and noticed that the one hose I didn’t replace moved freely from the hose coming off the air box (picture attached). The two rubber hoses have a metal insert that connects the two together. The smaller of the two hoses (coming from the BPV) is clamped securely to the insert, but the end connected to the air box hose can be pulled out with a little force. Was there supposed to be a clamp here? Could the loose hose be the cause of the loss of power or could I have a bad BPV (original equipment)?

Kudos’ to Scott, this website is fantastic. The gas cap cover on my wife’s car doesn’t open when the lever is pulled so I searched a BB for her car and the responses were “use a credit card to pry open.”
