wastegate and boost fiasco continued.........

The new SPG9 wastegate cannot adjust to more than 4.5psi FULLY ADJUSTED...handpump and on the road 3rd gear brake test (@3000rpm). I even pumped up the wastegate to check for a leak, nothing.
So I've been using a bleed valve on the wastegate hose to up the base boost to 7-9psi...and I still can't get more than 17-18psi max boost. What's going on? Can the pressure leak via the bleed valve affect max boost? If so, another NEW wastegate actuator asjusted to 7psi should increase the boost. I'm almost inclined to cut the wastegate rod and actuator arm down to get more adjustment range!
Also....the arm is definately twice as hard (at least) to move than my old WG actuator, which is a good thing and indicative of a pretty strong spring.
This is frustrating. I'll contact them tomorrow.
