You can adjust the base boost to whatever you feel is safe for your car. lets say your max boost to 15 psi, and you can do this all day with out a prob. Then it's safe to say that you can set base boost at 15. But we do not live in a perfect word, with perfect gas, temp and what-not. So lets say at times the apc will cut boost down to 12 psi. And after driving your car for the past year you have come to notice that is as far as the apc cuts it. If it was me, I would adjust my base boost in reguards to the above to 10. this way you gets great spool-up and you can safeley say that your car will not be damaged. I ahve my max boost set at 19. I usually can run my car at 18 all day. Once in a while the apc will cut boost to 16. So I have mine set at 9. Some say that the equation to use is half of your max boost. I know some people on this board run around 14 psi.
If your going to do this, do not turn rod, just add springs. Jak has a pic of this I think.
