larger injectors for classic 900 turbo.... JAK???

My buddy and I were thinking of swapping larger fuel injectors. He's at 5,500 feet above sealevel and has idleing problems with his 30# injectors and 2.5 (or 2.8?) bar FPR. He runs a T3/T4 hybrid turbo and enjoys the power up top but has too much fuel untill that larger turbo spools up high in the rpm range. I've got a RRPFR and 24 # injectors with the stock mitsu turbo. Much faster spool up and no idle problems but suspect I could use more fuel with the higher boosts I get. *****HOWEVER, I'm at sealevel, literally. Would it be better for him to use the 24# at high altitude and me the 30# at sealevel, considering our different turbos (fuel requirements) and all ??? All other mods besides what just mentioned considered equal. Presumably high altitude requires less fuel as there is less air density and less oxygen to burn, right?
