1987 9000 Turbo--boost issues?

I was wondering about how much I could increase boost without running too lean. I just purchased the car and have been cleaning it up. I am, however, a bit disappointed. I had a 1990 9000 2.0L S that I turbocharged and ran 11PSI on...it was definately faster than this car.
Currently my car runs up to within 5 millimeters of the red boost mark and then retards to about mid-orange as the rpm's rise above 4500 rpm. Some talk of the gauge actually traveling right up to or beyond the red for a split second stock. is this supposed to be the case?
my 1988 9000 turbo parts car (245,000 miles, beat to hell) used to light up the tires in first gear as boost came on, this car doesn't. the vacuum system seems good; i check all the hoses. replaced plugs, rotor; wires are good. replaced AMM with a known good unit. replaced air filter. checked intake manifold. new turbo came on car. new exhaust and manifold came on car. car definately seems to be going above base boost.
I just want to get the car around the 200 HP mark for daily driving--nothing too crazy, my 951 is for the huge HP and handling stuff. Should i try clamping the wastegate to controller hose to see if I get huge boost? Is this car just this way?
Any advise would be great!
