This should be easy.
It should take considerable force to pull it out, and it should travel without any binding. Grab it and give it a stroke.
If you have the resistance, the spring is good. Now remove the top end of the hose and blow or suck on it. If the diaphragm is shot, you will be able to detect this.
If the actuator moves real easy, you would get little boost, busted spring?
If the diaphragm is shot, you will get lots of boost, tooooo much.
If the diaphragm and spring are good, but you do not get boost, the wastegate valve fase may have broken off. To confirm, remove the wastegate hose and very carefully drive with a light throttle and see if you get lots of boost. If you get boost, the wastegate is closing and sealing ok. If you do not get boost, then the valve is defective, or you have a major leak in your plumbing or turbo. If you model does not have an overboost fuel cut function, you could damage your engine with this test. So be very careful with the throttle, and do not throttle up in 1st or 2nd gear for this test, as the boost rate of increase may be faster than you can get off throttle. The ng900's and 9-3's will do a fuel cut and you can't hurt them.
