From what I've read, max hp will happen between around 12.5:1 and 13:1 which doesn't necessarily consider the additional cooling from dumping more gas. I've also read claims for max hp as low as 12.2:1 but it's a balance.
The only reason to go below 12 would be to reduce detonation through cooling.
Best thing to do is get on a dyno w/a wideband. If you do need to go below 12 to control detonation it might be worthwhile to consider maybe lowering your boost (you might get more power by leaning a little bit with less boost), concentrating more on lowering your overall charge temp, increasing your flow efficiencies to lower temps (especially exhaust), or possibly adding something like water injection.
Otherwise you're just wasting gas while making less HP, polluting more than necessary, and shortening your plug and cat life to get some pretty marginal and inefficient cooling benefits.
