Koni "washer" question...

trying not to cross-post, but figured more here would have installed Konis.
My basic question is - Installing the front struts, there is a white "washer" that the picture instructions indicate should be placed what appears on top of the "nut" that is screwed on to insure the strut stays in the tube, then the spring, bump stop, washer, mount, etc. Is this correct, as it does not seem as it will do anything other than rattle around? Is it there to absorb some of the impact of the bump stop (if it ever reaches it?)?
