Rich running at cold start idle

Hello everyone.
Have a very rich condition at cold start that goes away after o2 warms up.
1990 SPG, 30# FMS injectors, 2.1 head 2.0 intake gasket matched.
2.5 fpr, 93 Turbo ECU
Swapped AMM from my 89 900(003}no difference
New 02 sensor
Checked NTC coolant sensor specs and it is fine.
I have not finished troubleshooting, but thought I would put it out here for consideration and recommendations.
I had the same setup before I rebuilt the motor minus the 2.1 head. Although I have not connected the pcv return line to the intake and the purge valve from the charcoal cannister I am not sure how much of a role they play.
The plugs were fouled at one point but the were cleaned down and do work fine after warm up. I know "replace the plugs".
Going to check to see if there is leakage at the injectors.
