you look at where the peg limits the outward travel of the actuator arm there should be about .030 clearance there
are you trying to move it by blowing with your mouth? if so that wont move it at all :-)
with the actuator out you should be able to freeley rotate the plate which the hall sensor is mounted too
I cant think of any 16V engines with a vacum advance unit which was NA so someone would have had to put in a vacum advance retard actuator from a VW or something ?
which means you would just be adjusting the retard stop or replacing the actuator
