Too much boost (and not enough!)

Hey all. My 87 C900 turbo conv. has a strange attitude. A few light mods: k&n filter, 3 bar fpr, redbox apc mod, fuel cutout bypass, stronger tranny...
Boost seems pretty high at max, gauge dips deep into the red... but midrange, boost seems nonexistant!
I was wondering, is there a good way to lower my max boost and RAISE my midrange with re-tweaking the APC? At 25-3000 rpm it seems dog-slow, but at 4000 i can spin out in the first three gears!
I was looking back at Kevin K's old info, seems like the F pot is MAX boost, and P pot is the rate at which it rises... or something (?) I figure I could lower f, and raise p... does that sound like it'll do something?
Obviously the best solution is trial-and-error, but I was just wondering if anyone else had some insight... Thanks in advance
