When cruising @ 3000 RPM, you are probably pulling 10 - 18 inches vacumn, so yes the bypass is open. I am just guessing, spooling the turbo at cruise is probably much like trying to make boost in the driveway, the exhaust temps just aren't high enough to have the turbo really spooled up. Then again, high boost is almost instaneous if you nail it @ 3000 RPM, even in 5th. I serious doubt that there is an exhaust back pressure issue at cruise, the gases aren't that hot, so they won't be wanting to expand that much and probably pretty much go with the flow. Just my thoughts.
