Turbo timers circulate coolant and oil - because they leave the engine running for a predetermined time after you take the keys out of the ignition. Water circulation isn't as important as oil circulation as when you switch the engine off after a driving the turbo is hotter and if you then turn the engine off, you stop the oil circulation and the oil sits in the turbo core and cooks (if the turbo is hotter than usual). After rebuilding more than a few turbos, i'm a big believer in 2 things - good quality oil and idle time after driving (what a turbo timer does). I've seen examples of where oil is coked up pretty bad both in the core and behind the core in between the heat sheild to the turbine.
As an example from the motorsport world - one of the rally teams (toyota I think) replaced their turbo after they crashed out ... this is because the engine was shut down immediately after been driving and believed this hot shutdown was enough to warrant a turbo replacement.
