Like someone else mentioned, part of the issues you will have racing the neon is they are MUCH easier to modify! Someone here locally has abot 250 whp in his neon & that's with mostly mopar/dealership parts. Thus, many times, these cars do not remain stock for very long!
He does weigh a little less, I highly doubt they are 700#'s lighter but I could see a few hundred lbs.
Like others stated, scrap the abbot ecu, go with Nordic, SQR, etc & depending on what stage the ECU is that will determine what other mods are required.
FWIW, the local guy with the almost 250 whp neon does 13.9's in the 1/4 mi. Steve who use to have a viggen (sold for GTO) I beleive ran 14.1's in his viggen with a stg III ECU & I am not sure what other mods he had. His viggen would run away from my stock viggen
