This is the response I got from the tuner when I posed the exact same question to them:
"The hub thickness is typically about 10mm, so any part of the bolt threads
that are not in the hub, will not be active in holding the bolt in. It's
really a combination of the thread engagement and the torque applied that
creates the friction and security.
So based on the information you have provided, I recommend the M14x1.5 with
a length of 35mm."
I hadn't considered the part of the hub where there are no threads. I had taken my measurement in mm, and then calculated the number of turns. I will have to come at it from the oppposite way, and count the number of turns directly.
