Pressure bypassing at the wastegate actuator would prob. result in a higher than average boost pressure and may not be a direct result of boost fluctuation. Since pressure may be bleeding off from the wastegate actuator diaphragm, it would reduce pressures that could be present in an attempt to open the actuator. Use of a manual boost controller would create this same effect if installed on the actuator signal/pressure line (as an example)and bleed pressure away from the forces attempting to open the wastegate actuator.
Boost pressure fluctuation typically occurs when the APC system has detected and is responding to detonation. Detonation might occur due to a lean air/fuel ratio, low fuel grade/octane, as well as other factors.
It might be a good idea to check your air fuel ratios (if possible) and make certain that you are only working with a BCPR7ES-11 NGK spark plug (gapped to .039"). If you do not have access to a air/fuel ratio meter/analyzer, another simple bench test would be to add octane "booster" (available at any parts store and usually has toluene or other additives to slow down the fuel combustion process)and see if this improves boost pressure consistency of the APC system. If a noticeable improvement in boost pressure consistency is realized after raising your octane points, you can be certain that your DI/APC system was detecting detonation with use of your current available fuel grade and you might suspect the typical detonation culprits such as lean fuel delivery, low octane grade, high charge temperatures, etc.
