Ummm... care to tell us what year/model you have? Can make a difference.
On the Saabs I'm familiar with (9K, C900) there's a adjuster that looks kind of like a nut where the cable attaches to the throttle body. You can screw it in and out to adjust the slack in the cable.
There is supposed to be a *little* looseness in the cable - this is to ensure that the throttle plate can always return to it's idle stop even given temperature variations and such. But if the cable needs to be pulled more than about 1/4" before the throttle starts opening, it should be adjusted. Usually what I do is turn the adjuster until you see the throttle plate just start to open, then back it off 1/2-3/4 turn.
