The 'conventional' approach for gluing steel together for structural items is a MIG setup and a tank of Ar/CO2 mix. I'm partial to the Hobarts and Millers, I've got a Miller 172 but that's 220V. I know folks who have the 110V Hobart Handlers and love them. Get yourself a bunch of scrap steel and an angle grinder or two and practice, practice, practice. Sawzall apart a few of your completed welds to make sure you really are getting the kind of weld penetration you think you should be. It'll probably take you about a month of practice to get to the point that you're willing to trust what you're making.
You can weld aluminum with a MIG setup, but it's rarely pretty. Aluminum and pretty much any sheetmetal prefers to be TIGged, which is a different process and requires a fair amount more skill. I don't have a TIG setup at this point, it's on the shopping list but for now I'll jig stuff up, maybe tack it with the MIG, and haul it off to someone who knows what they're doing with a TIG to do it right.
