A SMBC will let you get there, but does not increase peak HP. Some ECU upgrades do not increase boost in the lower gears by very much. SMBC gets boost to come on faster too, more so with a manual gear box as some autoboxes can let the boost come on early as the torque converter slip allows gets gas volumes up fast in a way that a manual BG will not do. With a SMBC (or a MBC or MBC+A on a T5 system), the boost rate is the native rate of the turbo the turbo is not held back by the control system. In this situation the turbo responds well to other changes such as a low restruction air filter. A SMBC should not be adjusted to exceed stock max boost as the ECU will fight this by restricting the throttle or throwing a CEL. A SMBC is cheap and if only a stepping stone to a staged ECU mode later on, the cost is not a concern.
What you want to do is tire traction limited. So the results can also be a function of what tires you have. I have had heard reports that the Nordic ECU mods pull very well in the low gears compared to the Speedparts software. But then there are some other tuners whose products might elicit the same reports.
