As far as suspension goes, the tighter the better, some new bilsteins will make a huge difference in the way the car handles, and it will stiffen it up quite a bit. Make sure you go for the sport models and not the touring.
If you want to be able to play with shock hardness koni's are good too, but they need to be taken of the car to be adjusted which is a big hassle. Tokico make an adjsutable shock that has an easily reached dial, if you can find them that may be the way to go. Basically you may want to play around with the stiffness in the front vs rear to get the car how you want it. That being said, you won't be dissapointed with bilsteins.
Poly bushings will sharpen up the feel of the car nicely, how much will really depend on how worn the old ones are. It will not be the same kind of dramatic improvment that the shocks give you, but they will certainly make the car more precise.
I would not upgrade the front sway, I would either leave it stock and increase the rear size, or remove it(if legal for your class) Runnining no front sway bar will increase body roll, but it will also increase grip and help the car rotate better.
Wheels and tires are key, I'm not sure about the legality or ethics of running other saab wheels that are stock, but not necessary for your car...there are some 15x6 assymetricals that came stock on lot's of 9000's they offer a little more width. Either way I would recommend running a very sticky tire, Kumho MX's are popular as are Falken Azenis (there's replacement for them out now too I believe) if you can find them in your size, 205/55r15...unless regulations require to run 195/60r15 in which case yokohama es100's may be your only decent choice.
You can find a drop in air filter though it will be minimal in terms of performance gains...I have hacked open stock airboxes and seen a small increase in responsiveness and power, check to see if that's legal.
Don't forget about alignment, a performance alignment can go a long way in making your car more competitive (and more fun to drive)
