9k CSE 250 HP options?

I recently bought a '93 9000 CSE 5-speed for my wife...and it just needs about 40-50 more HP to be 'just right'. :) What are my best options? I've done a lot of searching and reading, but haven't really settled on an answer yet. Here are my criteria:
1 - Want to make boost by 2500-2800 RPM like stock.
2 - Would like to preserve APC functionality. (for crap gas protection)
3 - Would like to spend as little as possible. :)
4 - Will probably have a T28 turbo for around $100 soon.
A - So at that price, is it worth going to the T28? Will the T28 just make the car laggy?
B - My first thought is to do the T28 and make a 3" downpipe (I'm fairly handy with my welder) and leave everything else stock. My thought is that at the same boost levels from the APC, the T28/downpipe combo will make more power. Am I off? If not, how much more would this get me?
Also, would this even be safe with the stock T5? I assume that when the O2 sensor is being used the T5 will add fuel as needed, but at WOT does it operate only off programmed tables? And will those tables support the extra air provided by the T28?
Sorry, lots of questions, I know. Any thoughts would be appreciated...you guys are the experts!
