I am considering doing the same. I have talked to a few turbo shops and it seems like the best move is get a T28 compressor wheel put in. Next is to have a 360 degree thrust bearing installed and extra oil channels machined in around the shaft. The last thing is to either leave the turbine section alone, or clip the blades for slightly better exhaust flow at the expense of a bit of spool up time.
With all the right other mods, 280-290 crank hp should be attainable. IIRC, Maptun used to show this as one of their stage kits and claimed 290hp. With all of my mods on my 1999 9-3 I am hoping to end up at about 280 or a little better.
Now I just have to find the time to get it done. I may have to wait for next year though.
