Hate to say it but he sounds a bit clueless. When a turbocharger is rebuilt, components inside it are replaced. The oil-return line connects to the *outside* of the turbo, so rebuilding will have no effect.
It's possible though unlikely, that the surface on the turbo that mates with the return pipe is damaged - in this case a the center section would need to be replaced. However this is very unlikely since that part of the turbo is cast iron and very rugged.
More likely problems are the turbo is not "clocked" quite right (bolts on turbine housing need to be loosened and center section rotated a little), or the return line is bent or its flange is damaged.
