As I am currently struggling with NJ inspection because of the race cat that I installed, I would suggest that you use bolt on flanges when installing a race or free flowing cat and hang on to the old one for inspection purposes. That way you can swap the race cat with the original cat and have a chance at passing emissions testing.
The local speed shop had welded my race cat onto the exhaust so swapping is going to be a major expense and headache.
