In the technical sales if a sales-person achieves a genuine close-rate of 20% on-contact in a competetive environment where there are other viable (or perceived) alternatives to the specific product or service then he's doing very well for himself. That close rate applies whether the job involves 4 man hours to quote or 44. It's also true, and beaten to the point of almost being trite, that it can reasonably be expected that 80% of total revenue will originate from 20% of the customer base.
It sucks that people waste other's time for various reasons with crazy requests but is it realistic to expect otherwise if they're allowed to do it? Concentrating on your own close-rate, initial qualification of requests, and balancing that with the amount of time you're willing to spend in respect to the quality of life you desire is the stuff that you can control.
