Are you sure it's the turbo? I've had a pinhole leak in the coolant line going to the turbo which leaked water at a pretty good rate. The hose was just getting dried out and cracked because it was 15+ years old.
To bypass the turbo is probably fine for the engine but the turbo is probably designed to have the water cooling, but maybe you're needing a new turbo anyways.
If you need a whole bunch of cheap environmentally friendly coolant for the trip across town, water works great. Just be sure to change it for coolant mix before winter.
