Compression ratio VS boost, maybe a dumb question...

Hi there.
I'm good with a wrench but definatly not an engineer or anything. Maybe someone can explain some stuff for me.
First off, a car with a 10:1 CR will read 147psi on a compression tester, right? How come a car with a 9:1 CR boosting 14.7 psi will generate more power than the n/a car with a 10:1 CR? I know there's a huge science involved in this stuff, and I'm not neccessarily talking about Saabs.
Ok, so what's my 85 900t's compression, 8.5:1? Whats the compression ratio once I'm at WOT and it boosting 1 BAR, would that be equivilent to a 9.5:1 CR? I'm guessing, NO, because the turbo 900 has 50hp more than the n/a 900 that has a 10:1 compression ratio.
I know I'm a LITTLE confused, and I don't quite understand the whole Static and Dynamic compression ratio thing. Can someone give me a generalized crash course in this stuff? lol.
Thanks.
JordanP.
