I'm very skeptical of the source you cite.
Here's a link that looks credible. It says that the octane rating of methanol is about 10 higher than gasoline. That means a 10% blend would get you about 1 octane (that is, 93 without methanol to 94 with methanol).
Note also that the heating value of methanol is about half that of gasoline, so you would get better knock resistance at the expense lower gas mileage.
As an octane booster, toluene or xylene, which are rings of 6 carbon atoms with a one or two carbons hanging on the ring, are better choices. They have higher octane ratings, higher heats of combustion, and they are kinder to rubber and plastic parts. But they are not cheap.
