Ailing turbo ...need advice please

Can someone who has been there done that, please advise? Puffs of blue smoke from engine bay in the general area of the turbo. No visible smoke from tailpipe while normal driving, however quite a bit from tailpipe after no boost ( coasting down long,several miles hills ) Car runs and drives beautifully with plenty of boost into the red. Im thinking turbo oil seals,someone already suspected a partially blocked oil return line which would make sense, causing too much oil pressure inside the turbo? My question is what to do? I do want to try to keep her on the road,I dont have a lot of cash for upgrades etc. If I start messing with the oil lines I may as well just pull the turbo.. right? Im hesitant to mess with the turbo for fear of seized bolts and getting halfway thru the job and not being able to finish it. If I do go for replacing the turbo, of the many suppliers, which is recommended? Is this really a DIY job? Swedish Dynamics basically said they do not support the Garrett T25 turbo. Can anyone offer some advice ...I know Im looking at about a grand at least. Thanks much in advance.
