The LPT thing is definitely not an easy yes/no question, and how mechanically inclined you are is a big factor. If you can't do most of the work yourself, it's probably not worth it 'cause paying someone else will cost a fortune.
Many parts of the job will be fairly easy, here are a few items that are not:
1) You need a different exhaust manifold. At this point, turbo B-motor manifolds are somewhat hard to come by, and ones that are not cracked are *really* hard to come by (at times I've suspected they were all cracked when they left the factory ;^) ).
2) The oil return from the turbo goes into a hole in the side of the engine block. On the later engines, all the blocks had the hole, the non-turbo ones just had a sheetmetal plug that was easy to remove. On the B motors the NA engines did NOT have the hole, so you're looking at drilling and tapping a large hole in cast iron - not a task for a novice. And good luck making sure no chips end up in the oil pan!
3) You didn't say whether you have a 99 or 900 but in either case the battery will probably have to be moved. IIRC in a 900 it's a simple matter of removing the tray and letting the battery sit directly on the car body, in a 99 the battery moves farther to a completely different tray (and wire lengths would become an issue).
One correction for what it's worth, your car definitely does NOT weigh 3850 pounds (unless you've got the back filled with bricks)! If it's a 99 it may weigh *2850* pounds, maybe a couple hundred more if a 900.
And on the valve job, nobody can tell you yes/no on that over the internet. You should get a cylinder leakdown test done, then do the valves if they're leaking otherwise leave them alone!
