the cap for the rotor can be removed. What I'm not sure of is if the end of the cam has the "key" for the distributor. You may have to swap camshafts between heads. The benefit is a better flow. You may want to consider swaping the intake manifold along with the head to be sure of a match.
The balance shafts are external to the crank case (enclosed, but external to the case itself), and are not really needed. These were strictly used to reduce NVH experienced with the larger mass found in the 2.3. In fact many tuners are removing them from 2.3 engine blocks to get rid of weight and added parasitic drag. You having a 2.0 block will have no problems without. (Can't really put them on anyway...)
So by all means, do it if you're getting it cheap. Very simple performance mod.
