DOT prevents the manufactures from using european lights (known as E-code as there is an E on the glass of the light). DOT lights tipically have diffuse lighting patterns and do not have the level adjusting motors. Thus there is no switch on the dashboard. If you buy these light it will come with the motors but US cars wiring harness does not have wires to drive the motors. I guess you could pull the wires from the dash area and adapt something to hook up the motors.
The reason for leveling motors goes something like... US lights are dim all the time and spray light all over the place. Euro light are bright and have very distinct cut offs to prevent blinding on coming drivers. If the level of the light changes this can cause the light to rise up thus the cut off is no longer in the correct place. Thus the need of adjustment.
Information I have from a guy who got these installed is that E-code light can give you until 40% better light.
