The 1999 9-3 will has the T5 engine management which will directly allow for use of the atmos. dump valve.
We prefer the XS BOV which are a piston type valve and a direct replacement over OEM bypass valve in 26mm. These are also fully adjustable and provide a nice vocal.
It would also be possible to turn your OEM bypass valve into a "budget" BOV by allowing the valve to vent to atmosphere. In this case, you would leave the OEM bypass valve open on the diaphragm end while employing a plug within the originally attached hose. It will be a good idea to put some type of filtering element over the valve outlet port as this will keep debris from entering if allowed to open under engine vacuum conditions.
We are not huge fans of the budget BOV but have seen them work effectively.
