Ok let me try and help you out on the gas mileage issue first. Yes the software out there is optimized for higher octane, however with a proper tune and 93 octane, your gas mileage is going to go up. I just did a long drive to New York and I was getting over 31MPG! around town im getting around 28MPG. on stage IV software. So its a trade of, yes you'll pay a little more at the pump, but you will be getting better mileage out of each tank. The higher the octane the better.
I myself along with many other on here use SQR software created by Frank Stromqvist who is highly regarded as a tuner, as well as a part of saabs race team. The American distributer is Automotion in MA.
The other companies out there for tuning include, Nordic carried by Genuine Saab and Maptun carried by Group 9 performance. aslo BSR and a few others. Best bet is to do searches on the performance forum and decide on what your HP goal is then you can narrow it down.
