According to the info I got from MSS, this piece is optional. If you use it, it goes into the tab just ahead of the front muffler; the other end doesn't actually attach to the car (!) as it really IS just a bumper. The MSS catalog says it's to keep the muffler from banging against the floorboard if your drivetrain has a weak rear mount (allowing it to rock back and forth) and/or if you're driving in competition (when hard shifts might cause the same thing.)
So, you could try installing without it and if you don't have any problems, forget about it. My car arrived without it, and even though I never had any problems with muffler-to-floor contact, I wondered if it would be better to have it. So I got the same part (it's just a standard Saab exhaust hanger; I cut it in half so it would be bare rubber on the "bumper" end, which I *think* is what you're supposed to do with yours) and put it on. To be honest, I didn't notice any difference at all -- not surprising as I didn't have problems to begin with, even though I use my Sonett for autocrossing.
Incidentally, if you buy these hangers from Saab, they come with nuts and washers, but if you get the equivalent NAPA article (probably what MSS does) they come with no nut. No problem if you don't have any good nuts left over from your original exhaust -- it's just a standard hardware-store size that will only cost you a few cents.
